April 22, 2026 <br />1 <br />The regular meeting of the Everett City Council was called to order at 12:30 p.m., April 22, 2026, <br />by Vice President Rhyne. <br />Upon roll call, it was found that Mayor Franklin and Council Members Weir, Rhyne, Burbano, <br />Zarlingo, Bader, and Tuohy were present. President Schwab was excused. <br />Council Member Burbano led the Pledge of Allegiance. <br />Council Member Zarlingo recited the land acknowledgement. <br />MAYOR <br />Mayor Franklin stated she will be attending the Worker’s Memorial Service at Snohomish County <br />Mission Building this evening and the Wendt and Mayor’s Arts Awards on Thursday evening. <br />Mayor Franklin also discussed the future of transit and Sound Transit Light Rail in Everett and <br />stated she is directing staff to work with Community Transit to further discuss consolidation. <br />APPROVAL OF MINUTES <br />The minutes of the April 15, 2026, meeting were approved. <br />PUBLIC COMMENT <br />Council received 13 written comments and the following members of the public spoke: Evan Reed <br />and Kathy Brown. <br />COUNCIL <br />Several council members thanked the public commenters. <br />Council Member Weir commented on her recent Police ride-along. She also commented on <br />upcoming events, including the Wendt and Mayor’s Arts Awards, downtown planting and mural <br />crosswalks. <br />Council Member Zarlingo commented on his attendance at the Regional Law and Justice Council <br />meeting.
