April 22, 2026 <br /> <br />4 <br /> <br />BRIEFING: <br /> <br />COUNCIL BILL 2604-23 <br /> <br /> FIRST READING: <br /> <br />AN ORDINANCE relating to establishing a Manufactured Housing Community Zone; <br />amending the Zoning Map; amending Chapters 15.02 and 19.03, 19.04, 19.05, and 19.13 <br />EMC; repealing Title 17 EMC; amending Ordinances 3774-20, 3534-17, and 4102-25 <br />Presented by Alice Ann Wetzel, Planning <br /> <br />Discussion ensued with Alice Ann answering Council questions. <br /> <br /> <br />ACTION ITEMS: <br /> <br />PUBLIC HEARING – PETITION FOR A PROPOSED VACATION <br /> <br />Paul McKee, Real Property, provided an overview of the proposed vacation. <br /> <br />Vice President Rhyne opened the public hearing regarding the petition for the proposed vacation <br />of the northern portion of the alley located in Block 6A, Plat of Laurel Heights lying adjacent to <br />1810 52nd Street SE. <br /> <br />There were no members of the public who wished to speak. <br /> <br />Moved by Council Member Bader, seconded by Council Member Tuohy, to close the public <br />hearing. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Member Schwab who was <br />excused. <br /> <br />Motion carried. <br /> <br />PETITION FOR A PROPOSED VACATION - PLAT OF LAUREL HEIGHTS LYING ADJACENT TO 1810 <br />52ND STREET SE <br /> <br />Moved by Council Member Bader, seconded by Council Member Tuohy, to grant the petition <br />for the proposed vacation of the northern portion of the alley located in Block 6A, Plat of Laurel <br />Heights lying adjacent to 1810 52nd Street SE, and direct staff to prepare an ordinance vacating <br />said alley subject to the conditions as contained in the attached staff report.
