<br /> <br /> <br /> <br />February 12, 2026 <br /> <br /> <br /> <br />Mr. Andy West, AIA <br />DLR Group <br />51 University Street, Suite 600 <br />Seattle, WA 98101 <br /> <br />Subject: Everett Outdoor Event Center <br /> Proposal for Civil Engineering Services – Phase 1B and 2 <br /> <br />Dear Andy: <br /> <br />We are pleased to submit this proposal to provide Phase 1B and Phase 2 civil engineering <br />services for the Everett Outdoor Event Center project in Everett, Washington. Our scope of work <br />is based on the Phase 1A deliverable dated November 7, 2025, and the schedule provided by <br />Bayley/DLR via email on February 11, 2026. <br /> <br />We understand the Phase 1B scope of work will include updating the plan set to assist Bayley in <br />providing a Guaranteed Maximum Price (GMP) and Permit/Construction Documents for <br />construction of the stadium. Phase 2 includes construction phase and closeout. <br /> <br />SCHEDULE <br /> <br />We understand the following project milestones will apply: <br /> <br />Phase 1A: Completed 11/7/2025 <br /> <br />Phase 1B: Design and Permitting <br /> NTP 04/01/2026 <br /> DD Completion (GMP) 08/01/2026 <br /> CD Completion 10/01/2026 <br /> <br />Phase 2: Construction Completion 03/01/2028 <br /> <br />Extensions to the Phase 1B or Phase 2 milestone dates will result in an opportunity for <br />KPFF to renegotiate fees. This proposal assumes approval of fee and NTP for Phase 1B no <br />later than April 1, 2026. <br /> <br />SCOPE OF WORK <br /> <br />PHASE 1A <br /> <br />The Phase 1A scope of work was documented under a separate proposal.
