<br /> <br />DLR Group inc. <br />an Arizona corporation <br />6225 North 24th Street, Suite 250 <br />Phoenix, AZ 85016 <br /> <br /> <br />11/10/2025 <br /> <br />Re: Everett Multipurpose Sports Stadium – LEED Commissioning Scope of Work_REVISED <br /> <br /> <br />Thank you for asking DLR Group for a proposal for the following commissioning services associated with the <br />pursuit of LEED v4 BD+C: New Construction for the Everett Sports Stadium. <br />Our Professional Engineers (PE’s), Certified Commissioning Authorities (CxA’s), RESET, WELL & LEED <br />Accredited Professionals, stand ready to provide premier service for your project, to help create smarter, <br />healthier buildings that support both increased energy efficiency and enhanced indoor environmental <br />quality to elevate occupant comfort and well-being and reduce carbon emissions. <br />DLR Group shall provide Commissioning (Cx) services and act as Commissioning Authority (CxA) to provide <br />functional confirmation and quality assurance for the following systems and their associated controls to meet <br />the Owner’s Project Requirements. <br />COMMISSIONING <br />DLR Group’s commissioning process meets and often exceeds the basic requirements of the 2021 Washington <br />State Energy Code (WSEC). <br />DLR Group’s commissioning process shall meet or exceed the following industry codes, standards and <br />guidelines: <br />• ASHRAE Guideline 0-2019 – The Commissioning Process <br />• ASHRAE Guideline 1.1-2007 – HVAC&R Technical Requirements for the Cx Process. <br />• ASHRAE Standard 202-2018 -- Commissioning Process for Buildings and Systems <br />• Building Commissioning Association (BCA): New Construction Building Commissioning Best Practices <br />• ACG Commissioning Guideline for Building Owners, Design Professionals and Commissioning Service <br />Providers, 2nd Edition, AABC Commissioning Group (ACG), 2005. <br />• NEBB; Procedural Standards for Whole Building Systems Technical Commissioning for New <br />Construction, National Environmental Balancing Bureau (NEBB), 2014 <br />• SMACNA HVAC Systems Commissioning Manual. <br /> <br />COMMISSONING SCOPE OF WORK: <br />DLR Group to provide commissioning services for mechanical, electrical, plumbing, and renewable energy <br />systems and assemblies in accordance with ASHRAE Guideline 0-2013 and ASHRAE Guideline 1.1–2007 for <br />HVAC&R Systems, as they relate to energy, water, indoor environmental quality, and durability. <br />The following is a breakdown of anticipated scope for required commissioning activities along with additional <br />scope options pertaining to the U.S. Green Building Council’s LEED BD+C: New Construction v4. <br />Progressive Design-Build Contract for Everett Outdoor Event Center <br />Exhibit to Amendment No. 1 - Phase 1B Work and Fee Proposal
