Page 2 <br /> <br /> <br />LEED BD+C: New Construction – Energy & Atmosphere – Fundamental Commissioning (Prerequisite): <br />Design Phase: <br />1. Assist with development of the Owner Project’s Requirements (OPR) and Basis of Design (BOD) <br />2. Conduct reviews of the Design Documents that will cover compliance with OPR and BOD. <br />3. Develop a Commissioning Plan including all the procedures listed here and identifying the Team <br />members, outlining the Cx process, Commissioning Checklists and Testing Scripts, and projecting a <br />schedule for Cx activities. <br />4. Prepare specification sections for Commissioning for inclusion in the construction documents. <br />5. Participate in the following meetings during the design phase: <br />• (1) Design Phase Commissioning Kick-Off Meeting <br />• (1) Design Review Meeting <br />• (1) Design Phase Controls Review Meetings <br />• (3) Commissioning Plan Review Meetings <br />Construction Phase <br />1. Coordinate and direct the Commissioning activities in a logical, sequential and efficient manner using <br />consistent protocols and forms, centralized documentation, clear and regular communications and <br />consultations with all necessary parties, frequently updated timelines and schedules and technical <br />expertise. <br />2. Request and review additional information required to perform review tasks, including contractor start- <br />up and checkout procedures. <br />3. Observe HVAC and plumbing installation and its compliance with the plans, specifications and ASHRAE <br />62.1-2016 (or most recent version). Attending selected planning and job-site meetings to obtain <br />information on construction progress. Review construction meeting minutes for revisions/substitutions <br />relating to the Commissioning process. Assist in resolving any discrepancies. <br />4. Before startup, gather and review the current control sequences (from the approved submittals as <br />provided by the controls contractor) and interlock and work with contractors and design engineers until <br />sufficient clarity has been obtained, in writing, to be able to write detailed testing procedures. <br />5. Develop construction checklists to be completed by the installing contractors for systems within the <br />commissioning scope. <br />6. Verify systems start up by reviewing start-up reports, construction checklists, and by selected site <br />observation. <br />7. Write the functional performance test procedures from the design engineer’s approved control shop <br />drawings submittals. <br />8. Review Test and Balance reports in preparation for functional testing. Verification of test and balance <br />report is to occur through site observation, spot testing and functional performance tests. <br />9. Direct, witness and document the verification of the sequence of operation for all equipment and <br />systems including all terminal units. Verification is performed by the contractor and witnessed by the <br />Commissioning Agent and shall be done for all operational and seasonal modes of control. Verification <br />includes a visual determination that all components and systems respond as called for in the <br />sequences and function in accordance with the design requirements. The Commissioning Agent shall <br />provide the contractors with the necessary functional test forms and procedures for these tests. The <br />Commissioning Agent shall personally witness these tests. <br />10. Provide the project team with written progress reports and test results with recommended actions. <br />11. Coordinate retesting as necessary until satisfactory performance is achieved. <br />12. Compile and maintain a system verification report log. <br />13. Provide a preliminary commissioning report. <br />14. Participate in the following meetings and site visits during the construction phase : <br />• (1) Pre-Bid Meeting <br />Progressive Design-Build Contract for Everett Outdoor Event Center <br />Exhibit to Amendment No. 1 - Phase 1B Work and Fee Proposal
