April 13, 2016 <br /> Considerable discussion ensued regarding the Environmental Impact <br /> Statement of 1997, traffic impacts, and a possibility to perform another <br /> environmental analysis. <br /> Council Member Stonecipher asked staff to provide the Council with <br /> information about traffic impacts associated with the project. <br /> Allan Giffen, Planning, stated that the traffic engineering department has <br /> this information and would report back to the Council. <br /> David Hall, Legal, provided clarification regarding the appeal process. <br /> CITY ATTORNEY <br /> City Attorney Iles had no comments. <br /> CITIZEN COMMENTS <br /> Frank McCord, Mary Ann McCord, Anita Allen, James Allen, and Ryan <br /> Stenhouse, all of Everett, expressed concern about the proposed <br /> Southwest Everett Industrial Area Project (BSP 15-003). <br /> COUNCIL BRIEFING AGENDA: <br /> Adopt Resolution concerning 2016 Community Development Block <br /> Grant Annual Action Plan and allocations of CDBG, HOME and 2060 <br /> Housing Trust Funds and amendments to the 2015-2019 <br /> Consolidated Plan. <br /> Presented by Becky McCrary, Planning <br /> Council Member Franklin recused herself from participating in any <br /> discussion and decision making involving this item. She stated that she is <br /> employed by Cocoon House and there could be a conflict of interest. <br /> 121 <br />
