April 29, 2026 <br /> <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 12:31 p.m., April 29, 2026, <br />by Vice President Rhyne. <br /> <br />Upon roll call, it was found that Mayor Franklin and Council Members Zarlingo, Burbano, Weir, <br />Tuohy, Bader, Rhyne and President Schwab were present. <br /> <br />Council Member Zarlingo led the Pledge of Allegiance. <br /> <br />Council Member Tuohy recited the land acknowledgement. <br /> <br />Vice President Rhyne advised that Consent item #3 will be moved to Action item #1. <br /> <br />MAYOR <br /> <br />Mayor Franklin read a proclamation pronouncing April 13-17, 2026, as “Black Wellness Week” <br />and invited Christina Blocker to accept the proclamation. <br /> <br />She also advised that May 8th is National Childcare Provider Appreciation Day, provided additional <br />comments on the Everett Outdoor Event Center Project, advised she will not be at Council next <br />week as she will be in Washington D.C. with Economic Alliance of Snohomish County, and she <br />congratulated the Silvertips on becoming the Western Conference Champions. <br /> <br /> <br />APPROVAL OF MINUTES <br /> <br />The minutes of the April 22, 2026, meeting were approved. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />The council received four (4) written comments and the following members of the public spoke: <br />Donald Barnes, Evan Reed, John Martin, Susan Goodenough, Ray Stephanson, Mark Nysetter, <br />Tammy Dunn, Brock Howell, Howie Bargreen, and Jim Langus. <br /> <br /> <br />COUNCIL <br /> <br />Several Council Members thanked the public commenters, attended the Volunteer of America’s <br />Pallet Shelter ribbon cutting, attended the Edgewater Bridge opening, attended the Wendt & <br />Mayor’s Arts Awards, and congratulated Council Member Tuohy on her award. <br />
