April 29, 2026 <br /> <br />5 <br /> <br /> <br /> THIRD AND FINAL READING: <br /> <br />AN ORDINANCE establishing procedures for naming and renaming of City properties, <br />adding chapter 2.138 to the Everett Municipal Code <br /> <br />Moved by Council Member Weir, seconded by Council Member Tuohy, that this is declared to <br />be the third and final reading of Council Bill 2603-20. <br /> <br /> <br />The Deputy City Clerk was directed to call roll for the final disposition of the ordinance. <br /> <br />AYES: Zarlingo, Burbano, Weir, Tuohy, Rhyne, Bader, Schwab <br /> NAYES: None <br /> ABSENT: None <br /> <br /> Ordinance 4176-26 adopted. <br /> <br /> <br />Prior to moving forward with voting on consent agenda items 13-18 regarding the Everett <br />Outdoor Events Center, Vice President Rhyne requested an update on the benefits, funding, and <br />public safety concerns for the stadium. Dan Eernissee, and Scott Pattison, Administration, along <br />with Ben Franz, Shields Obletz Johnsen, Inc provided updates and answered Council questions. <br /> <br /> <br />COUNCIL BILL 2604-21 <br /> <br /> THIRD AND FINAL READING: <br /> <br />AN ORDINANCE amending Ordinance No. 4098-25, entitled “Everett Outdoor Event <br />Center,” Fund 342, Program 052, to accumulate costs for the design and partial property <br />acquisition for the Everett Outdoor Event Center Project <br /> <br />Moved by Council Member Weir, seconded by Council Member Zarlingo, that this is declared <br />to be the third and final reading of Council Bill 2604-21. <br /> <br />The following members of the public spoke: Scott Murphy, Erryn Guilfoyle, Katrina Koontz, Pete <br />Sikov, and Miguel Edmonson. <br /> <br />Discussion ensued with Dan, Scott and Ben, as well as Bob Leonard, Administration and Mike <br />Baily, Finance, answering Council questions. <br />
