ORDINANCE Page 10 of 12 <br />19.13.270 MANUFACTURED HOMES, MOBILE HOMES, AND RECREATIONAL VEHICLES. <br />Establishment of new manufactured home, mobile home, RV park, or tiny home communities is <br />prohibited. The placement of manufactured homes, park models, recreational vehicles or tiny <br />homes in an approved manufactured housing community is allowed. <br />A. Definitions. <br />1. The definitions of “manufactured home,” “mobile home,” “mobile home park <br />subdivision,” “manufactured housing subdivision,” “mobile home park,” “manufactured <br />housing community” and “manufactured/mobile home community” shall have the same <br />meanings as set forth in RCW 59.20.030. <br />2. The definitions of “designated manufactured home” and “new manufactured home” have <br />the same meanings as set forth in RCW 35.63.160. <br />3. “Recreational vehicle” means a vehicle which is (a) built on a single chassis; (b) four <br />hundred square feet or less when measured at the largest horizontal projection; (c) <br />designed to be self-propelled or permanently towable by a light duty truck; and (d) designed <br />primarily not for use as a permanent dwelling but as temporary living quarters for <br />recreational, camping, travel, or seasonal use. <br />4. “Tiny home,” “tiny house” and “tiny house with wheels” have the same meanings as set <br />forth in RCW 35.21.686, which is a dwelling to be used as permanent housing with <br />permanent provisions for living, sleeping, eating, cooking, and sanitation built in accordance <br />with the state building code. <br />5. “Tiny house communities” has the same meaning as set forth in RCW 35.21.686, which is <br />real property rented or held out for rent to others for the placement of tiny houses with <br />wheels or tiny houses utilizing the binding site plan process in RCW 58.17.035. <br />A. New parks are prohibited. Establishment of new manufactured home, mobile home, RV park, <br />or tiny home communities is prohibited. <br />B. Where Placement of Units are Allowed. <br />1. Manufactured Homes, New or Designated. A new or designated manufactured home may <br />be placed on any lot within the city in the same manner and meeting the same design and <br />development standards as site built homes, factory built homes, or homes built to any other <br />state construction or local design standards, subject to the following: <br />a. The manufactured home must be set upon a permanent foundation, as specified by <br />the manufacturer, and the space from the bottom of the home to the ground must be <br />enclosed by concrete or a concrete product approved by the planning director which <br />can be either load bearing or decorative; <br />b. The manufactured home is thermally equivalent to the state energy code; and
