City of Everett 00 2113 - 7 <br />2026 WPCF Biosolids Removal & Disposal UT 3752-30 <br /> <br /> <br /> <br />00 2113 - 7 INSTRUCTIONS TO BIDDERS <br />If there is a geotechnical report made by the City, Bidder may contact the Project <br />Manager to arrange to view the geotechnical report. <br />1-02.5 Bid Form <br />The City reserves the right to arrange the bid forms with alternates and additives, if such <br />be to the advantage of the City. The Bidder shall bid on all alternates and additives set <br />forth in the Bid Form unless otherwise specified. <br />1-02.6 Preparation of Bid <br />Bids shall be submitted on the forms provided by the City and found in the Contract <br />Documents. All blank spaces in the Bid form shall be legibly filled in using a non-erasable <br />medium. Do not qualify Bids, since this will automatically be cause for rejection of the Bid. <br />A Bid will be rejected if the authorized Bid form furnished by the City is not used. <br />Bid prices shall include everything necessary for the completion of the Work including, but <br />not limited to, providing the materials, equipment, tools, plant and other facilities, and the <br />management, superintendence, labor, and all necessary testing services. <br />Bidders are warned against making erasures or alterations of any kind to the Bid Form, <br />and bids that contain omissions, erasures, or irregularities of any kind may be rejected. <br />No oral, telegraphic, electronic, or telephonic bids or modifications will be considered. <br />In the event that the product of a unit price and an estimated quantity does not equal the <br />extended amount quoted, the unit price shall govern, and the correct product of the unit <br />price and the estimated quantity shall be deemed to be the amount bid. If the sum of two <br />or more items in a bidding schedule does not equal the total amounts quoted, the individual <br />item amounts shall govern and the correct total shall be deemed to be the amount bid. <br />RCW 35.22.650 CERTIFICATION <br />Contractor agrees that the Contractor shall actively solicit the employment of minority <br />group members. Contractor further agrees that the Contractor shall actively solicit Bids <br />for the subcontracting of goods or services from qualified minority businesses. Contractor <br />shall furnish evidence of the Contractor's compliance with these requirements of minority <br />employment and solicitation. Contractor further agrees to consider the grant of <br />subcontracts to said minority bidders on the basis of substantially equal proposals in the <br />light most favorable to said minority businesses. The Contractor is required to submit <br />evidence of compliance with this section as part of the Bid by completing and submitting <br />with the Bid the RCW 35.22.650 CERTIFICATION. <br />SUBCONTRACTOR IDENTIFICATION FORM <br />Bidder shall complete and submit SECTION 00 4336 –SUBCONTRACTOR <br />IDENTIFICATION FORM. <br /> <br />NONCOLLUSION AFFIDAVIT <br />The City has determined every Bidder must submit a Non-Collusion Affidavit for every <br />Project. Accordingly, the Bidder shall submit a “Non-Collusion Affidavit”, contained in the <br />Contract Documents as SECTION 4519 NONCOLLUSION AFFIDAVIT, with the Bid.
