City of Everett 00 1113 - 1 2026 WPCF Biosolids Removal & Disposal UT 3752-30 00 1113 - 1 ADVERTISEMENT FOR BIDS SECTION 00 1113 - ADVERTISEMENT FOR BIDS NOTICE TO CONTRACTORS Notice is hereby given that sealed bids for the 2026 Biosolids Removal and Disposal will be received at the City Clerk, 1st Floor Everett Municipal Building, 2930 Wetmore, Everett, WA, 98201, until 2:00 p.m. on Tuesday, March 17, 2026. At this appointed time, all bids/proposals will be opened and read aloud publicly via live streaming, or bidders may attend the bid opening in person at 2930 Wetmore Ave, Suite 9E, Everett, WA 98201. The engineer’s estimate for this project is $4,000,000. 1.1 The project includes, is not limited to, dredging, dewatering, hauling, and disposing of 4,00 dry tons of solids from the Water Pollution Control Facility (WPCF) Oxidation Pond, and performing all other work as required by the contract. The City of Everett owned WPCF is located at 4027 4th Street Southeast, Everett WA. Contractor is expected to conduct their operations and manage the dewatered biosolids on the City’s Biosolids Pad. Mandatory pre-bid walk-throughs are scheduled at 10:30 a.m. on February 26th, 2026 and at 10:30 a.m. on March 4th, 2026. All bidders are required to attend a walk-through one of the two dates provided. Prospective bidders will meet at the WPCF for the walk-through. Any questions and/or answers from these walk throughs that may affect the bid will be included in an addendum to the bid documents and sent to all the plan holders. A. Free-of-charge access to project bidding documents (plans, specifications, addenda, bidders list, and other documents, if any) is provided to bidders, subcontractors, and vendors at www.bxwa.com by clicking on "Posted Projects", "Public Works", and "City of Everett". This online plan room provides bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic e- mail notification of future addenda and to place themselves on the “Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project.
