DHS-FEMA-FWC-FY26 CITY OF EVERETT, FWCGP-3 <br />41 <br /> <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />Article 55 <br />Summary Description of Award <br />The purpose of the FY 2026 FWCGP is to enhance security and preparedness for the 2026 FIFA <br />World Cup events in the United States. This standalone grant program supports the safe <br />execution of the largest sporting event in history, co-hosted with Canada and Mexico, which is <br />expected to attract over five million international visitors and generate tens of billions of <br />dollars in economic activity across 11 U.S. host cities over 38 days. The program addresses <br />significant security challenges, with all 78 U.S.based matches designated as Special Event <br />Assessment Rating (SEAR) I and II events, building on historical federal support for major <br />events like the Olympics. This FWCGP award consists of funding in the amount of <br />$32,252,845.00. This grant program funds a range of activities, including planning, <br />organization, equipment purchase, training, exercises, and management and administration. <br />Article 56 Non-Applicability of Specific Agreement Articles <br />Notwithstanding their inclusion in this award package, the following Agreement <br />Articles do not apply to this grant award: 1. Communication and Cooperation with the <br />Department of Homeland Security and Immigration Officials. 2. Paragraph (2)(a)(iii) of Anti- <br />Discrimination. 3. Termination of a Federal Award This provision is consistent with the terms <br />of the Notice of Funding Opportunity which state that Paragraphs C.IX (Communication and <br />Cooperation with the Department of Homeland Security and Immigration Officials), <br />C.XVII(2)(a)(iii) (Anti-Discrimination Grant Award Certification regarding immigration), and <br />C.XL (Termination of a Federal Award) of the FY 2025 DHS Standard Terms and Conditions do <br />not apply to this award. <br /> <br />Docusign Envelope ID: C48F4E16-A9AD-8FF3-80DC-5F70DCFC05F2
