Exhibit A (Scope of Work) <br />SCOPE OF WORK <br />Downtown Parking Utilization Update <br /> <br />In 2019, the City of Everett conducted a comprehensive study of parking utilization in its downtown <br />area. Since then, significant development has taken place downtown, including street-level changes and <br />growth in residential and event activities. To understand how these developments have affected the <br />public parking supply, the City wants to update the 2019 study. Results from this update can help the <br />City identify constraints and surpluses in the parking supply, demand patterns, and user behaviors— <br />such as stay durations, turnover rates, employee use of on-street parking, and violation rates. <br /> <br />This study aims to update the 2019 report using similar methodologies to provide the City with objective <br />data on downtown parking demand. The results will help evaluate potential parking management <br />changes and provide additional data to update an existing forecast model that considers the effects of <br />shifting from free to paid on-street parking. <br /> <br />Study Area <br />The draft study area is illustrated below and corresponds to the 2019 boundaries.
