Exhibit A (Scope of Work) <br />TASKS: SCOPE OF WORK <br /> <br />1. Kick-off Meeting / Inventory Verification <br />• Finalize study area boundaries, methodology, and schedule with Client. <br />• Use the most recent City CAD map of Downtown Parking Inventory to update the parking <br />inventory. <br />• Transfer inventory information data into the RWC database. <br />• Develop data collection route maps and templates. <br />• Up to 3 project management meetings. <br /> <br />2. Data Collection <br />a. Weekday Parking Utilization Study – May/June 2026 <br />1. Define and measure 6 utilization routes in the core zone (license plate-based) and <br />occupancy counts on the edges. <br />2. Sample 25 selected off-street parking facilities for occupancy counts. <br />a. Consultant will work with the City to identify selected lots. <br />b.If the City has access to off-street count data, RWC can use that to augment <br />the number of lots sampled. <br />3. Assumes a 10-hour survey day (e.g., 9 AM – 7 PM). which will be determined in <br />consultation with the City. <br />a. Determination of the 10-hour survey day will be made in consultation with the <br />City. <br />b. Saturday Parking Utilization Study – May/June 2026 <br />1. Same data collection routes as used on the weekday. <br />2. Same 25 off-street parking sample sites for occupancy counts. <br />3. Assumes the same 10-hour survey day for the weekday sample. <br />a. Determination of the 10-hour survey day will be made in consultation with the <br />City. <br />c. Data Entry <br />Enter data into the RWC database. <br />o Create a “raw” data summary draft that includes tables, charts, and heat maps to <br />display and describe usage findings. <br /> <br />3. Summary Report(s) <br />a. Summarize key data findings with brief descriptions. <br />b. Develop hourly heat maps to illustrate parking activity for each study day. <br /> <br />
