City of Everett <br />WPCF Gate Replacement and Clarifier Launder Repair – Scope of Services <br />May 18, 2026 <br />Page 13 <br />Category 2: For official use only / disclosure permissible by law. <br />Preparation of an engineering report or preliminary design report. <br />Updates to current General Sewer Plan or other reports. <br />Preparation of a Construction Quality Assurance Plan (CQAP) or Plan of Interim Operations. <br />State Environmental Policy Act (SEPA), State Environmental Review Process (SERP), cultural <br />resources survey, biological assessment, and other environmental permitting. It is assumed that <br />none of these are required as the proposed project can be classified as maintenance work, will not <br />change unit processes or capacities, and the Client does not plan to pursue federal or state funding <br />for this work. <br />Construction stormwater permitting. The Project as proposed does not meet the thresholds for this <br />being a requirement. <br />Condition assessments of existing equipment, structures, etc. Potential replacement of existing <br />structures and equipment, other than as identified herein, does not appear to be necessary and is <br />excluded from the work. <br />Utility potholing. The proposed project does not require excavation. <br />Surveying. As all work will occur in existing structurers, an aerial map will be used to identify <br />locations of existing relevant structures, piping, and features. <br />Startup assistance. <br />O&M manual updates. <br />Attachments <br />Exhibit B: Project Budget
