for general taxes , or special or local assessments, and interest <br /> and penalty thereon. Such certificate of delinquency shall be sub- <br /> ject to redemption by the owner, grantee, or mortgagee of the prop- <br /> erty against which the same is issued, upon the payment to the <br /> city treasurer for the purchaser or holder thereof the amount for <br /> which the same was sold, with interest at the rate of fifteen per <br /> cent per annum from date of issue, together with all other sums <br /> paid by the purchaser or his assigns, as herein provided, with <br /> like interest thereon; provided, however, that unless written <br /> notice and proof of the taxes and assessments, and the amount <br /> thereof, so paid by the holder of said certificate of delinquency, <br /> shall be filed with the city treasurer, redemption may be made of <br /> such certificate of delinquency without including the same. <br /> Sec. 14: FORECLOSURE: Whenever the condition of any <br /> local improvement district hereafter created shall be such that <br /> the city council shall deem it necessary and expendient to provide <br /> for the foreclosure of any or all property appearing therein for <br /> unpaid and delinquent assessments, and unpaid and delinquent install- <br /> °c meats thereof, the city council may pass an ordinance therefor, <br /> t.y47 authorizing and directing the city attorney to institute proceed- <br /> , <br /> z ings of foreclosure against all the property described in said <br /> U <br /> .gym` roll upon which assessments are levied but are delinquent and <br /> gq <br /> om unpaid. Thereafter all further proceedings shall be had and con- <br /> s <br /> ob- <br /> ducted in the manner provided by law. <br /> Sec . 15: CALL and PAYMENT OF WARRANTS: It shall be the <br /> duty of the treasurer to call and pay in numerical order such out- <br /> standing warrants against any particular improvement fund as he may <br /> be able to pay with the money on hand credited to such fund, and if <br /> not sufficient to pay the whole of the next succeeding outstanding <br /> •,;arrants he shall call in and pay such portion thereof as shall <br /> exhaust the amount of such fund. <br /> Whenever the city treasurer shall pay a portion of any <br /> warrant, as above provided, he shall endorse upon such warrant the <br /> date and amount of such payment, and take a receipt from the holder <br /> thereof showing the number and description of such warrant, and <br />
