• <br /> parcel so delinquent shall be sold for the amount of such assess- <br /> ment, with the interest , penalty and cost at the time when and by <br /> the same authority as lots and lands are sold for such taxes. <br /> Sec. 12: PENALTY and INTEREST: A penalty of five per cent <br /> shall attach to and become a part of all assessments for local <br /> improvements or installments thereof, immediately upon the same <br /> becoming delinquent. All such assessments and installments thereof <br /> shall become delinquent if not paid prior to the expiration of <br /> thirty days from the date of first publication of the treasurer' s <br /> notice upon any such assessment or installment. Any assessment or <br /> unpaid balance thereof payable by the mode of immediate payment <br /> shall, from and after the date of such delinquency, bear interest <br /> at the rate of eight per cent per annum until paid. The city <br /> treasurer shall give notice of the time of payment of each <br /> in_sta,llment upon any assessment payable by mode of payment by bonds. <br /> Sec. 13: CERTIFICATE OF DELINQUENCY: At any time after <br /> one year from the date of delinquency the city treasurer shall, <br /> upon demand, issue certificates of delinquency for all delinquent <br /> assessments , or all delinquent installments thereof, becoming so <br /> delinquent after June eighth, 1911, together with penalty, costs, <br /> and interest to date of issuance, to any person, upon the payment of <br /> such delinquent assessment or delinquent installment and such <br /> penalty, interest and costs. Such certificate shall set forth the <br /> number of the local improvement district, the amount of the assess- <br /> ment, interest, penalty, description of the improvement, and name <br /> of the owner, if known, as it appears upon said roll, date of <br /> issuance of the certificate, when the same may be foreclosed, and <br /> the principal sum thereof, which principal sum shall bear interest <br /> at the rate of fifteen per cent per annum from the date of issuance <br /> of such certificate. The holder of any such certificate of delinquen- <br /> cy shall have the same right of redemption of lien against the <br /> property for the delinquent assessment on which said certificate was <br /> issued as the owner in fee thereof, in so far only as said right of <br /> redemption relates to prior delinquent liens, whether the same be <br />
