School Construction Cost Variables <br /> Additional Building Capacity: (See Description under subsection 1 above). <br /> Existing Permanent Square Footage: From Table 1. <br /> Estimated Facility Construction Cost. The estimated facility construction cost is based on <br /> planned costs or on actual costs of recently constructed schools. The facility cost is the total <br /> cost for construction projects as defined on Table 8, including only capacity related <br /> improvements adjusted to the "growth related" factor (See Table 11). Projects or portions of <br /> projects that address existing deficiencies, which are those students who are unhoused as of <br /> October 1999, are not included in the calculation of facility cost for impact fee calculation. <br /> Facility construction costs also include the off-site development costs. Costs vary with each site <br /> and may include such items as sewer line extensions, water lines, off-site road and frontage <br /> improvements. Off-site development costs are not covered by State Match Funds. Off-site <br /> development costs vary, and can represent 10%or more of the total building construction cost. <br /> 3. Relocatable Facilities Cost Variables <br /> Impact fees may be collected to allow the purchase or relocation of portable classrooms to help <br /> relieve capacity deficiencies on a temporary basis. The Everett School District is not planning <br /> to purchase any new portables between 2000-2005, however portable classroom relocations <br /> will be necessary at the elementary and high school levels to provide capacity until permanent <br /> space can be provided. At the middle school level, portable classroom relocations are <br /> necessary and will actually avoid the expense of building permanent classroom space. As with <br /> permanent facilities, portable costs associated with existing deficiencies must be deducted from <br /> impact fee calculations. This is accomplished by utilizing a 2000-2005 Growth Factor <br /> percentage for relocatable facilities for each grade span (Maximum Enrollment Growth plus <br /> Capacity Change due to Educational Program divided by Capacity in Relocated Facilities). <br /> This percentage is then used to modify (reduce) the relocatable facility Cost Elements included <br /> in the calculation of impact fees, as illustrated in Table 11.
