Student Generation Rate Study <br /> Everett School District <br /> March 24, 2000 <br /> This document describes the methodology used by the Everett School District to calculate <br /> student generation rates (SGR's) for three types of residential construction: Single family <br /> detached, multi-family with 0-1 bedroom, and multi-family with 2 or more bedrooms. <br /> Condominiums, townhouses and duplexes are included in the multi-family classification <br /> since they are not considered "detached", and mobile homes are included in the single <br /> family classification. <br /> 1. The District obtained computerized records from Snohomish County containing data <br /> on new construction within the Everett School District from January, 1992 to June, <br /> 1999. This data was extracted from MetroScan files by the County, and provided to <br /> the District in Microsoft Excel format. As compiled by MetroScan, this data included <br /> the address, building size, assessed value, year built, and plat name of all parcels with <br /> improvements built during the indicated time frame, including new recorded plats and <br /> shortplats, new single family construction on unplatted/acreage accounts, new multi- <br /> family residential construction, and non-residential construction. The data was <br /> "cleaned up" by eliminating records which pertained to non residential projects and <br /> those which did not contain sufficient information to generate a match with the <br /> District's student record data(i.e. incomplete addresses). <br /> 2. The District downloaded data from the computerized Pentamation student records <br /> system into Microsoft Excel format. This data included the addresses and grade <br /> levels of every student attending the Everett School District as of March 17, 2000. <br /> Before proceeding, this data was reformatted and abbreviations were modified as <br /> required to provide consistency with the MetroScan data. <br /> 3. Single Family Rates: The data on all new single family detached residential units in <br /> MetroScan were compared electronically with the District's student record data, and <br /> the number of students at each grade level living in those units was determined. The <br /> records of 3,898 single family detached units were compared with data on 17,944 <br /> students registered in the District, and the following matches were found: K-5 = <br /> 1,079, 6-8 =451, and 9-12 =469. This resulted in the following SGR's: <br /> K-5 6-8 9-12 K-12 <br /> Single Family .277 .116 .120 .513 <br /> 4. Overall Multi-Family Rates: The methodology described above for calculating the <br /> single family SGR's was also used for calculating the overall multi-family SGR's. <br /> The records of 1,688 multi-family units were compared with data on 17,944 students <br /> registered in the District, and the following matches were found: K-5 = 230, 6-8 =97, <br /> and 9-12 = 102. This resulted in the following SGR's: <br /> K-5 6-8 9-12 K-12 <br /> Multi-Family Overall .136 .058 .060 .254 <br /> 5. Multi-Family 0-1 and 2+ Bedroom Rates: MetroScan data could not be used to <br /> differentiate between 0-1 bedroom units and 2+ bedroom units. This was because <br /> - <br />
