y
MetroScan did not provide discrete addresses (i.e. apartment numbers) and numbers
of bedrooms for many of the multifamily units. Consequently, the methodology used
to differentiate between these types of units involved a survey to identify a
representative sample of multi-family units containing 0-1 bedrooms, calculating the
SGR's of these units, and then subtracting these from the overall multi-family SGR's
to obtain SGR's for the multi-family units with 2+bedrooms.
Large Multi Family Developments: District representatives met with building
managers of six large multi-family projects contained in MetroScan, and obtained the
specific addresses of all 0-1 bedroom units in those developments. The same
information was also obtained from a large apartment complex constructed after the
June 1999 ending date of the MetroScan data. In all, these developments contained
665 multi-family housing units, of which 220 were classified as 0-1 bedroom units.
The addresses of these 0-1 bedroom units were then compared electronically with the
District's student record system, and the number of students at each grade level living
in those units was determined.
Condominiums and Townhouses: Some condominium and townhouse records in
MetroScan did contain specific addresses for individual units, but did not accurately
indicate numbers of bedrooms. In order to include these units in the survey, an
assumption was made that those units less than 846 S.F. in size were in the 0-1
bedroom classification. 846 S.F. was selected because it is the midpoint between the
"average" size of a 0-1 bedroom unit (695 S.F.) and a 2+ bedroom unit (997 S.F.), as
predicted by Snohomish County in their recent calculation of Average Assessed
Valuation of these types of units. This method identified eleven condominium and
townhouse units in the MetroScan data under 846 S.F.. The specific addresses of
these units were then compared electronically with the District's student record
system, and the number of students at each grade level living in those units was
determined.
In total, the records of 231 multi-family units with 0-1 bedrooms were compared with
17,944 registered students in the District, and the following matches were found: K-5
= 7, 6-8 = 1, and 9-12 = 0. This resulted in the following SGR's:
K-5 6-8 9-12 K-12
Multi-Family 0-1 BR .030 .004 .000 .034
Subtracting these rates from the overall multifamily rates produced the following
SGR's:
K-5 6-8 9-12 K-12
Multi-Family 2+BR .106 .054 .060 .220
6. Summary of Student Generation Rates:
K-5 6-8 9-12 K-12
Single Family .277 .116 .120 .513
Multi-Family 0-1 BR .030 .004 .000 .034
Multi-family 2+ BR .106 .054 .060 .220
_
