City of Everett Point Industrial Center (EPIC) Bridge Project – Phase 2 Full Design <br />Page 19 of 43 <br />Coordinate with the design team and the AGENCY on Department of Ecology <br />requirements for handling petroleum contaminated materials during construction. <br />Advise the AGENCY on cost recovery options from neighboring contaminant sources. <br />Prepare contaminated media narrative and identify BMPs to support the NEPA CE, NOI <br />and SWPPP submittals. <br />Assumptions: <br />The Phase II ESA scope of services is based on the likelihood of environmental <br />contamination in the APE. This is derived from the TS&L Environmental Memorandum <br />dated August 9, 2024. The actual scope of services may be modified based on the review <br />of current records and contaminant mapping. <br />Laboratory fees and boring contractor fees are assumed based on standard daily rates <br />from multiple vendors. The AGENCY will agree to actual fees prior to Phase II ESA <br />mobilization. Actual fees will be based on vendor availability and the Sampling and <br />Analysis Plan. <br />Phase II ESA will require three (3) field days. Two (2) days are required for the first eight <br />(8) borings. The final four (4) borings will be determined after receiving laboratory <br />results from the first two days. <br />The boring locations are accessible under existing conditions, either through adjoining <br />properties or through the existing AGENCY ROW. <br />The AGENCY is responsible for reporting the occurrence of contamination in their right <br />of way to the Department of Ecology. <br />Five (5) internal meetings with the design team and three (3) meetings with the <br />AGENCY to discuss contaminated media. <br />Traffic control is not required for Phase II ESA. <br />AGENCY will provide for any ROW permits required for Phase II ESA. <br />CONSULTANT will submit all deliverables/documents to the AGENCY after reviewing <br />Perteet’s submittals to the CONSULTANT. <br />Deliverables: <br />Recommendations memorandum, including contaminant mapping, for Phase II ESA. <br />Draft and final reports for both Phase I and Phase II site assessments. <br />Meeting agenda and summaries. <br />Three (3) technical memoranda to support regulatory approaches, technical approaches, <br />and remedial action costs. <br />4.6 Optional Tasks <br />Activities: <br />Should the AGENCY decide, Perteet will provide the following services to advance the design <br />process: <br />Prepare cleanup action plans. <br />Prepare specifications for remediation requirements for inclusion in funding applications <br />and construction documents.
