City of Everett Point Industrial Center (EPIC) Bridge Project – Phase 2 Full Design <br />Page 18 of 43 <br />Assumptions: <br />The SWPPP will be prepared under Task 5. <br />The AGENCY will sign and return forms to Ecology and publish the required public <br />notices. <br />Permit coverage will be transferred to the Operator (Contractor) after bid award and <br />before construction. All permit fees will be paid by the permittee and transfer of coverage <br />will be included in the Project Manual. <br />Deliverables: <br />Draft and final NOI submitted electronically by Perteet to CONSULTANT. <br />4.5 Environmental Site Assessments <br />The TS&L identified several contaminated properties within the anticipated Area of Potential <br />Effect. To assess how those sites and potential contamination within the existing ROW may <br />influence design decisions, worker safety requirements, and materials handling, Perteet will <br />perform Phase I and Phase II Environmental Site Assessments on the APE to identify the nature <br />and extent of contaminated media within the APE. Phase I ESAs will be performed in general <br />accordance with ASTM 1527-21. Phase II ESA will be in accordance with ASTM 1903-19. <br />Activities: <br />Review regulatory records to confirm existing conditions and to identify environmental <br />infrastructure such as wells or remedial equipment that may need to be abandoned or <br />relocated as part of construction site preparation. <br />Prepare a Phase I ESA for the APE. <br />Prepare maps showing the documented extent of known or suspect contaminated soil and <br />groundwater. Maps should depict the location of sampling points for Phase II ESA <br />activities. <br />Prepare sampling and analysis and health and safety plans. <br />Identify and schedule soil and groundwater sampling equipment. <br />Schedule laboratory services. <br />Prepare health and safety plan for Phase II ESA activities. <br />Coordinate site access and mobilization schedule with the AGENCY and private property <br />owners. <br />Obtain utility clearances. <br />Mobilize sampling equipment and staff to the site. <br />Perform up to twelve (12) 2-inch direct push borings to twenty (20) feet below the <br />ground surface to assess the presence or absence of contamination within the APE. <br />Collect up to twenty-four (24) soil samples and twelve (12) groundwater samples to <br />confirm the nature and extent of environmental contamination in the APE. <br />Measure depth to water in accessible existing wells and direct push borings. <br />Measure water quality parameters of groundwater. <br />Collect Investigation Derived Waste in approved containers and coordinate its proper <br />handling for disposal by others. <br />Prepare Phase I and Phase II ESA documents that identify the approximate nature and <br />extent of known or suspect contaminated soils and water.
