City of Everett Point Industrial Center (EPIC) Bridge Project – Phase 2 Full Design <br />Page 21 of 43 <br />WORK ELEMENT 5 CIVIL ENGINEERING <br />This work element is performed by Perteet. The bridge layout and roadway design that was <br />approved in the TS&L phase will be advanced to full design level. <br />Perteet’s efforts will include the following activities: <br />5.1 Stormwater <br />The stormwater task consists of the following work elements: <br />Design Criteria <br />The 2024 Stormwater Management Manual for Western Washington (SWMMWW), Chapter <br />14.28 of the Everett Municipal Code (EMC), Chapter 4 of the City of Everett 2025 Design and <br />Construction Standards (DCSS), will be used as the stormwater regulatory manuals for this <br />Project. The 2012 LID Manual may also be used as guidance. Prior to beginning the construction <br />design phase of the Project stormwater design, the stormwater design criteria matrix prepared <br />during the TS&L phase will be updated to reflect the most recent standards and specifications. <br />Landscape restoration will follow WSDOT Roadside Restoration Policy manual <br />recommendations and EMC. The design criteria matrix will be provided to the AGENCY for <br />review and concurrence prior to beginning design work. <br />Deliverables: <br />Revised Stormwater Design Criteria Matrix (PDF), submitted to CONSULTANT for <br />review and submittal to AGENCY <br />Change in Land Use Area Map <br />Perteet will prepare maps identifying existing and proposed impervious areas. This is used for <br />threshold determination in accordance with the drainage standards, and to verify mitigation <br />needs for flow control and stormwater quality treatment are being met. TDA boundaries, based <br />on high points and conveyance system configuration, will be identified on these maps. Perteet <br />will also prepare a summary of area tables for pre-Project and post-Project conditions. <br />Deliverables: <br />One (1) electronic PDF copy of the Change in Land Use Maps and corresponding table of <br />change in land use areas. To be included in the Drainage Report. These maps will <br />include: <br />o Existing Impervious Area Map (one [1] sheet) (PDF) <br />o Proposed Impervious Area Map (one [1] sheet) (PDF) <br />o Tables identifying the different types of impervious surfaces (PDF) <br />Stormwater Water Quality Treatment Calculations <br />Perteet will prepare draft calculations for water quality treatment facilities. Budget will <br />be for the design of two (2) to three (3) water quality facilities. This information will be <br />used during the 60% design phase.
