Scope of Work <br />US 2 Trestle Interim Improvements 1 April 2026 <br />City of Everett <br />US 2 Trestle Interim Improvements <br />5/22/2026 <br />Introduction <br />In 2024, the City of Everett completed the I-5/US 2 Interchange Planning Study that developed and <br />evaluated I-5/US 2 interchange concepts that would support the City’s planned future growth land <br />use goals as well as support transit, active transportation, and freight mobility goals at and around <br />the I-5/US 2 interchange. Recommendations for the interchange and surrounding area were <br />identified as part of that effort, including two (2) interim near-term improvements that could be <br />constructed to provide a more immediate benefit to people travelling through the interchange area. <br />These interim improvements included: <br />1)adding a second lane to the US 2 westbound to I-5 southbound ramp <br />2)adding a second lane to the I-5 northbound to US 2 eastbound ramp. <br />Funding for this project was identified in the Legislative Evaluation and Accountability Program <br />(LEAP) transportation projects in the 2025-27 Biennium - 2026 Supplemental under the Local <br />Programs Improvement Projects (L2021216). <br />This scope of work will develop an Access Revision Report (ARR), prepare the necessary <br />environmental documentation, and preliminary engineering designs for the two interim <br />improvements identified above and identified in the City of Everett’s I-5/US 2 Interchange Planning <br />Study. <br />Definitions/Acronyms <br />WSDOT = Washington State Department of <br />Transportation <br />FWHA = Federal Highway Administration <br />PMP = Project Management Plan <br />PMT = Project Management Team <br />NTP = Notice to Proceed <br />PM = Project Manager <br />ARR = Access Revision Report <br />PEL = Planning and Environmental Linkages <br />OTS = over-the-shoulder <br />NAFS = Non-Access Feasibility Study <br />MOE = Measure of Effectiveness <br />NWR = Northwest Region <br />SEPA = State Environmental Policy Act <br />NEPA = National Environmental Policy Act <br />DCE = Documented Categorical Exclusion <br />NHPA = National Historic Preservation Act <br />ESA = Endangered Species Act (ESA) <br />APE = area of potential effect <br />MOT = Maintenance of traffic <br />PS&E = Plans, Specifications, and Estimates <br />PGIS = Pollution-generating impervious <br />surface <br />CBO = community-based organizations
