<br /> <br /> <br /> <br />Requirements for Companies When Operating AI Features <br /> <br />To the extent permissible by law, Govstream shall adhere to the following requirements while using any AI Feature in the <br />course of doing business with or for City: <br /> <br />1. Performance. Govstream shall provide City, or an entity working on behalf of City, with the means to monitor the <br />performance of the AI Feature, including but not limited to accuracy measurements such as false positive rate, false <br />negative rate, true positive rate, average percentage error, mean -squared error, and human judgment scores. <br /> <br />2. Algorithmic Bias. Govstream shall provide City with evidence demonstrating that bias present in the AI Feature is <br />effectively managed for the context in which it will be deployed. Govstream shall provide detailed documentation on <br />how bias is assessed and mitigated. <br /> <br />3. Human Oversight. Govstream shall provide City with the means for a human to evaluate and override outputs of the <br />AI Feature. A human evaluator must have the ability to override the AI Feature’s outputs, and such human decision - <br />making shall take precedence over all AI-generated outputs. <br /> <br />4. Explainability. Govstream shall provide City with a clear explanation of how the AI Feature generates outputs, <br />including the factors influencing its decisions, rule-based logic, training data sources, and probability-based decision- <br />making. City retains the right to communicate its general use of the AI Feature and explain its decision -making <br />processes to the public. <br /> <br />5. Notice. If required by City, Govstream shall provide written notice of the use of the AI Feature to data subjects and/or <br />End Users, preferably at the point of service. <br /> <br />6. Process Compliance. Govstream shall comply with local, state, and federal laws governing data access and decision <br />appeals related to the use or operation of the AI Feature. <br /> <br />7. Ongoing Monitoring. Govstream shall regularly monitor the performance of the AI Feature to detect and rectify <br />system behavior that violates any of the requirements in this section. Govstream shall promptly notify City of any <br />discovered system behavior that violates these requirements, including potential impacts on Services. <br /> <br />8. Training. Govstream shall ensure that appropriate training is available to City personnel who may operate or oversee <br />the AI Feature, which may include: <br /> <br />a. Protecting sensitive or personal information. <br /> <br />b. Mitigating harmful algorithmic bias. <br /> <br />c. Promoting optimal performance. <br /> <br />d. Reporting system errors. <br /> <br />e. Maintaining service delivery in the event of AI Feature failure, to the extent possible. <br /> <br />9. Auditing. City retains the right to observe or audit any relevant work processes, services, or documents in the course <br />of doing business with Govstream to confirm compliance with this Agreement. Govstream shall provide access to <br />necessary information, documentation, and personnel to complete such an au dit at no additional cost to City. <br />Govstream shall retain records for at least seven (7) years after final payment or longer if required by law. <br /> <br />
