This Chapter applies to proposals by the City and to City review of, or decisions on, proposals by public or private applicants or other governmental entities. The City adopts the State SEPA rules, WAC 197-11 as may be amended, by reference, as supplemented by additional or more specific provisions contained in this Ordinance and the City's Local Project Review Procedures Ordinance. This Chapter should be implemented in conjunction with the Local Project Review Procedure Ordinance. For example, Chapter 5 of the Local Project Review Procedures Ordinance governing preparation of environmental documents applies to project and non project actions by the City, regardless of whether there is a land use permit for the City's proposed action. SECTION 3: That Section 2B of Ordinance No. 1348-87 (EMC 20.04.040) which reads as follows: EMC 20.04.040 Additional definitions. In addition to those definitions contained within WAC 197-11-700 through 799, when used in this chapter, the following terms shall have the following meanings, unless the context indicates otherwise: A. "City" means the city of Everett. B. "Days" means calendar days unless stated otherwise. C. "Department" means any division, subdivision or organizational unit of the city established by ordinance, rule or order. 3
