6. Certification by the county treasurer that the taxes on the described plat are current; <br /> and <br /> 7. Certification by the city treasurer that all local improvement district assessments are <br /> paid in full for residential and are current for business, commercial, and industrial plat or <br /> short plat. <br /> C. Subdivision or Short Subdivision Certificate. All final subdivision or short <br /> subdivision applications shall be accompanied by a title company certification current to <br /> within thirty days from filing of final plat or short plat map; provided, however, the <br /> applicant shall be responsible for updating the title report to ensure that it is current as of <br /> the time of final plat or short plat review. This report must confirm that the title of the <br /> lands as described and shown on the subdivision plat or short subdivision plat is in the <br /> name of the owners signing the plat or short plat map. <br /> D. Survey for Subdivision or Short Subdivision. A survey is required for all <br /> subdivisions or short subdivisions and must be conducted by or under the supervision of a <br /> registered licensed land surveyor in the state of Washington in accordance with Section <br /> 18.28.300 of this title. <br /> EMC 18.08.080 Final review and approval process. <br /> A. Required Review Process. <br /> 1. A final short subdivision shall be reviewed as a Review Process I as defined in Title <br /> 15 of this code, as amended. <br /> 2. A final subdivision shall be reviewed as a Review Process VI as defined in >> Title <br /> 15 of this code, as amended. <br /> 3. Prior to the submittal of any preliminary subdivision or short subdivision to the city <br /> for final approval, the applicant must demonstrate compliance with all of the conditions <br /> of the preliminary approval and prepare all of the necessary final documents as required <br /> in Section 18.08.070 of this chapter. <br /> 4. Applicants for final subdivision or short subdivision approval shall file their final plat <br /> or short plat meeting all the requirements of Chapter 58.17 RCW and this title with the <br /> city's public works department. The public works department shall review the final plat <br /> or short plat and circulate it to other city departments to determine whether the <br /> requirements of this title have been met. <br /> i. Short Subdivisions. The director and city engineer shall determine whether <br /> requirements of this title have been met. If the requirements have been met, they shall <br /> certify that the proposed final short plat meets the requirements of Chapter 58.17 RCW <br /> and this title. <br /> ii. Subdivisions. The director and city engineer shall determine whether requirements of <br /> this title have been met. If the requirements have been met, they shall certify that the <br /> proposed final plat meets the requirements of Chapter 58.17 RCW and this title. The final <br /> plat shall then be scheduled for review by the city council as defined by this title. <br /> 5. If either the director or the city engineer determine that the requirements of this title <br /> have not been met, the final plat or short plat shall be returned to the applicant for <br /> modification, correction, or other action as may be required for approval, provided that <br /> the final plat shall be forwarded to the city council together with the determinations of the <br /> director and the city engineer, upon written request of the applicant. <br /> 12 <br />
