E. Time Limits for Approval. A binding site plan decision with a previously approved <br /> site plan shall be issued by the city within thirty days. <br /> F. Expiration of Binding Site Plan Approval. Final binding site plan approval must be <br /> obtained within the time frames established for the previously approved site plan. If the <br /> binding site plan with the previously approved site plan is totally constructed, the time <br /> frame shall be three years from the date the city notifies the applicant that the application <br /> is complete, after which time the binding site plan approval will be void. No extension <br /> may be granted by the city to the applicant. <br /> EMC 18.20.050 Final application submittal requirements. <br /> A. Final Binding Site Plan Map. All final binding site plan maps shall be prepared by or <br /> under the supervision of a state of Washington licensed land surveyor. The final binding <br /> site plan map shall be drawn on mylar drafting film having dimensions of eighteen inches <br /> by twenty-four inches with a two-inch border on the left edge and one-half-inch borders <br /> on the other edges. Information required shall include,but not be limited to: <br /> 1. The name of the binding site plan; <br /> 2. Legal description of the property being subdivided; <br /> 3. The date, scale, and north arrow; <br /> 4. Boundary lines, rights-of-way for streets, easements, and property lines of lots and <br /> other sites with accurate bearings, dimensions of angles and arcs, and of all curve data; <br /> 5. Names and right-of-way widths of all streets within the parcel and immediately <br /> adjacent to the parcel. Street names shall be consistent with the names of existing <br /> adjacent streets; <br /> 6. Numbers of each lot and each block; <br /> 7. Approved site plan, or reference to approved site plan, or portion proposed for <br /> division with reference to the remainder of site that must be constructed per an approved <br /> site plan, cross easements, maintenance agreements, conditions, covenants and special <br /> restrictions either to be filed separately or on the face of the binding site plan; <br /> 8. Zoning setback lines and building sites when required by city; <br /> 9. Location, dimensions and purpose of any easements, noting if the easements are <br /> private or public; <br /> 10. Location and description of monuments and all boundary and lot corners set and <br /> found; <br /> 11. Datum elevations and primary control points approved by the public works <br /> department. Descriptions and ties to all control points will be shown with dimensions, <br /> angles, and bearings; <br /> 12. A dedicatory statement acknowledging public and private dedications and grants; <br /> 13. Parking areas, general circulation, landscaping area when required; <br /> 14. Proposed use and location of building when required; <br /> 15. Loading areas when required; and <br /> 16. Other restrictions, conditions, and requirements as deemed necessary by the city. <br /> B.
