B. All parks, playgrounds, recreation, and trail access locations shall be centrally located <br /> in an area that is readily available, visible, and accessible to all the residents within the <br /> project. <br /> C. In lieu of providing on-site recreation improvements, the applicant may pay a <br /> voluntary fee. A fee in lieu of on-site recreation improvements will be permitted when: <br /> 1. The size of the development and its projected population is too small to result in a <br /> quality recreational facility, and the improvement of city park facilities in the vicinity will <br /> be of greater benefit to the residents of the project; or <br /> 2. The payment of the fee will provide a greater benefit to the residents of the project by <br /> providing needed capital improvements to an existing park or for the development of a <br /> new park in the existing neighborhood. <br /> D. The fee shall be based on the cost to design and install all recreation improvements to <br /> city standards. Such cost shall be determined by the applicant's engineer, who must be a <br /> licensed engineer in the state of Washington. The cost estimate must be approved by the <br /> director. <br /> E. The director may establish a fee for the cost to design and install on-site recreation <br /> improvements per the city standards, which the applicant can choose to pay in lieu of <br /> calculation of his own fee per subsection D of this section. <br /> F. Fees collected per subsections D and E of this section shall be used by the city for <br /> installation of capital improvements to an existing or new park in the existing <br /> neighborhood. Such fees must be paid prior to final approval. <br /> BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> EMC 18.28.260 On-site recreation facility requirements. <br /> A. Subdivisions and the cluster alternative shall provide on-site recreational facilities in <br /> accordance with the on-site recreation facility standards of Section 19.15.110B. <br /> B.
