B. Filing fees and procedures shall be stipulated by the Land Use Development Permit <br /> Fee Ordinance. <br /> C. Applications for shoreline permit shall be substantially in the form indicated by WAC <br /> 173-14-110, and supplied by the planning department. <br /> D. A shoreline permit application shall contain the following items: <br /> 1. Completed application form; <br /> 2. Information required by the master program for the specific activity being proposed; <br /> 3. An environmental checklist or impact statement pursuant to Ordinance No. 582-79, <br /> Chapter 20.04 EMC. <br /> E. The review process will be either administrative or by public hearings depending on <br /> how the project relates to Sections 20.12.110 and 20.12.120. <br /> 20.12.100 Public notice required- Procedures. <br /> A. Upon receipt of a complete application for a shoreline permit, the city shall publish <br /> notice at least once a week on the same day of the week for two consecutive weeks in the <br /> local newspaper. In addition, the city shall insure that additional notice is given by at <br /> least one of the following methods: <br /> 1. Mailing to the latest recorded real property owners as shown by the county assessor <br /> within at least five hundred feet of the boundary of the property upon which the shoreline <br /> permit is proposed; <br /> 2. Posting of the notice in a conspicuous manner on the property upon which the project <br /> is to be constructed. Such additional notice shall be given or mailed at least thirty days <br /> before the date of final local approval of the shoreline permit. An affidavit of publication <br /> that the notice has been properly published shall be affixed to the application. Within <br /> thirty days of the final publication, posting or mailing of the notice, whichever comes <br /> last, any interested person may submit his written views upon the application to the city <br /> or notify the city of his desire to receive a copy of the action taken upon the application. <br /> All persons who so submit their views and all others who so notify the city shall be <br /> notified in a timely manner of the action taken upon the application; <br /> 3. Notice shall be sent to the planning commission and city council. <br /> B. The notice shall be according to WAC 173-14-070 and contain the following <br /> information: <br /> 1. Name of applicant; <br /> 2. Project description; <br /> 3. Project location; <br /> 4. Time and date, and process to be used in making the decision on the permit; <br /> 5. Deadline for comments; <br /> 6. Status of project relative to Ordinance No. 582-79, Chapter 20.04 EMC concerning <br /> environmental review; <br /> 7. A statement that any person may submit oral or written comments on an application <br /> whether it is processed administratively or by public hearing. <br /> 20.12.110 Public hearing review process. <br /> A. In the following cases, decisions on applications for shoreline permits shall not be <br /> made until one public hearing has been held: <br /> 5 <br />
