2. Manufacture or storage of explosives; <br /> 3. Stockyards dairies, slaughterhouses, rendering plants, canneries, and other agricultural <br /> industries; <br /> 4. Petroleum refineries; <br /> 5. Bulk fuel storage, unless stored in tanks and accessory to a permitted use located on <br /> the same lot; <br /> 6. Truck parking, repair and maintenance unless accessory to a permitted use located on <br /> the same lot; <br /> 7. Cement manufacturing; <br /> 8. Blast furnaces; <br /> 9. Smelting; <br /> 10. Drop forge industries; <br /> 11. Fertilizer manufacture; <br /> 12. Sanitary landfills; <br /> 13. Waste to energy facilities; <br /> 14. Solid waste transfer stations; <br /> 15. Sewage treatment plants; <br /> 16. Lumber,pulp or paper mills; <br /> 17. Cargo container storage; <br /> 18. Asphalt or concrete batch plant; <br /> 19. Other similar heavy manufacturing uses with potentially noxious impacts, as <br /> determined by the planning director, except as otherwise provided by this chapter. In <br /> making such a determination, the city shall use the procedures as described in the City's <br /> Local Project Review Procedures Ordinance . <br /> SECTION 14: That Ordinance No. 1671-89 as amended by Section 45 of Ordinance <br /> No. 2397-45 (EMC 19.27.040)which reads as follows: <br /> Map number 27-1 - Aggregates extraction, related manufacturing activity. <br /> The following regulations shall apply to the area identified by map number 27- 1: <br /> A.
