using the review process described in the City's Local Project Review Procedures
<br /> Ordinance, shall assess the applicant's information using the following criteria:
<br /> 1. Whether the proposal manifests exceptional visual harmony between the sign,
<br /> buildings and other components of the subject property through the use of a consistent
<br /> design theme;
<br /> 2. Whether the sign or signs promote the planned land use in the area of the subject
<br /> property and enhance the aesthetics of the surrounding area;
<br /> 3. Whether the sign and its placement obstructs or interferes with any other signs or
<br /> property in the area or obstructs natural scenic views; and
<br /> 4. Whether the proposed plan is aesthetically superior to what could be installed
<br /> under existing criteria in this section.
<br /> SECTION 44: That Section 5 of Ordinance No. 1838-91 (EMC 19.37.050 A(9)) which
<br /> reads in part as follows:
<br /> 9. The following water, sewer, storm drainage, electric,natural gas, cable
<br /> communications, and telephone utility related activities,public street and public park
<br /> maintenance activities when undertaken pursuant to best management practices to avoid
<br /> impacts to environmentally sensitive areas:
<br /> a. Normal and routine maintenance or repair of existing utility structures or right-of-
<br /> way,
<br /> b. Relocation of electric facilities, lines, equipment or appurtenances, not including
<br /> substations, with an associated voltage of fifty-five thousand volts or less, when required
<br /> and/or approved by the planning director, using Review Process II.A,
<br /> c. Relocation of natural gas, cable communications, telephone facilities, lines, pipes,
<br /> mains, equipment or appurtenances when required and/or approved by the planning
<br /> director, using Review Process II.A,
<br /> d. Installation or construction in improved street rights-of-way and replacement,
<br /> operation or alteration of all facilities listed in subdivisions b and c of this subsection,
<br /> e. Normal and routine maintenance of public streets, state highways, and public park
<br /> facilities. Maintenance and repair does not include any modification that changes the
<br /> character, scope, or size of the original structure, facility, or improved area nor does it
<br /> include construction of a maintenance road or the dumping of maintenance debris;
<br /> BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS:
<br /> 9. The following water, sewer, storm drainage, electric, natural gas, cable
