design plan to integrate signs into the framework of the building or buildings, <br /> landscaping, and other design features of the property, utilizing an overall design theme. <br /> This process may be used to allow flashing, rotating, revolving, swinging and projecting <br /> signs or other similar signs creating the illusion of movement; to allow off-premises <br /> directional signs; to allow roof signs; or to allow the height of freestanding signs to <br /> exceed the standards of this section. Comprehensive design may be used on an existing <br /> building where the facade is being altered, when there is new construction, or in <br /> freestanding signs. These permits are not to be confused with the procedures for <br /> obtaining variances for hardship or unusual circumstances. Rather, these permits are <br /> based upon the applicant satisfying the planning director that an exceptional effort has <br /> been made toward creating harmony between the sign, the building and the site where it <br /> is located through use of a consistent design theme which complements and enhances the <br /> surrounding environment. The comprehensive design plan shall be presented to the <br /> planning director with a narrative describing the proposed plan. The planning director, <br /> using Review Process II.B, shall assess the applicant's information using the following <br /> criteria: <br /> 1. Whether the proposal manifests exceptional visual harmony between the sign, <br /> buildings and other components of the subject property through the use of a consistent <br /> design theme; <br /> 2. Whether the sign or signs promote the planned land use in the area of the subject <br /> property and enhance the aesthetics of the surrounding area; <br /> 3. Whether the sign and its placement obstructs or interferes with any other signs or <br /> property in the area or obstructs natural scenic views; and <br /> 4. Whether the proposed plan is aesthetically superior to what could be installed <br /> under existing criteria in this section. <br /> BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> A. Comprehensive design plan permits. Application may be made to the planning <br /> director for special consideration whereby deviations from the requirements and <br /> restrictions of this section may be permitted when an applicant is using a comprehensive <br /> design plan to integrate signs into the framework of the building or buildings, <br /> landscaping, and other design features of the property, utilizing an overall design theme. <br /> This process may be used to allow flashing, rotating,revolving, swinging and projecting <br /> signs or other similar signs creating the illusion of movement; to allow off-premises <br /> directional signs; to allow roof signs; or to allow the height of freestanding signs to <br /> exceed the standards of this section.
