li#V14111.41,1114. <br /> ORDINANCE NO. 2547-01 <br /> AN ORDINANCE concerning the Historic Overlay Zone, designating <br /> Norton Grand and redesignating Rucker Grand as Historic Overlay <br /> Zones, providing reduced height limits in the Historic Overlay <br /> Zones, modifying certain Neighborhood Guidelines and Historic <br /> Overlay Zone Standards, amending Ordinance No. 1671-89, as <br /> amended ( Title 19 EMC), and superseding Ordinance No. 1923-93 <br /> WHEREAS, Section 33 of Ordinance No. 1671-89, the Everett Zoning Code, provides for the <br /> designation of the Historic Overlay Zone in areas of the City meeting certain specified criteria; and <br /> WHEREAS, in 1993, through the adoption of Ordinance No. 1923-93, the City designated the area <br /> located on Grand and Rucker Avenues, from 10th Street to 24th Street as an Historic Overlay Zone for <br /> numerous reasons including the fact that it was 50 years old or older, it was significantly associated with <br /> the history, architecture or cultural heritage of the community and to retain historic integrity; and it was <br /> identified within the Everett Historic Resource Survey as a potential Historic District because "it is a <br /> cohesive, intact neighborhood which exhibits residential architecture of quality and in various styles <br /> popular in the years between 1891 and 1930;" and <br /> WHEREAS, a significant majority of the structures and properties located on Norton and Grand <br /> Avenues have been determined to be 50 years old or older, to be significantly associated with the history, <br /> architecture or cultural heritage of the community and to retain historic integrity; and <br /> WHEREAS, the Norton Grand district from Pacific to 35th Street was identified with the Everett <br /> Historic Resource Survey as a potential Historic District and was described as "one of the first <br /> residential neighborhoods in Everett. Established over ninety years ago, this neighborhood contains <br /> many of Everett's earliest homes." Initially it was a neighborhood of mill houses and simple bungalows <br /> built from lumber available from Everett mills. The homes in Port Gardner became more architecturally <br /> elaborate as people with higher incomes moved into the area. The area is thus, a setting for a variety of <br /> transitional architectural styles that have retained much of their original character; and <br /> WHEREAS, the Historical Commission initiated a study of Norton and Grand Avenue neighborhood <br /> from Pacific to 35`h Street to determine if it should be designated on the Zoning Map as an Historic <br /> Overlay Zone for the purpose of protecting the historic qualities of the neighborhood; and <br /> WHEREAS, the Historical Commission recommends specific boundaries of the proposed Historic <br /> Overlay Zone, identifies the significant elements of the historic district, and proposes that specific <br /> provisions of the underlying zoning standards be modified to further the goal of preserving and <br /> enhancing the significant historic architectural qualities of the proposed Historic Overlay Zone; and <br />
