WHEREAS, the Historical Commission has held public workshops to solicit public input from the <br /> affected neighborhood, and has reviewed the proposed modifications to specific code requirements; and <br /> WHEREAS, the Planning Commission has held a public workshop and public hearing to consider the <br /> proposed Historic Overlay Zone boundaries and regulations and has recommended that the City Council <br /> approve the proposed zoning boundaries and regulations; and <br /> WHEREAS, the Planning Commission further recommended that the height limits in the R-3H Zone <br /> and the R-4H Zone be established at thirty-five (35) and forty(40) feet respectively; and <br /> WHEREAS, the City Council has held a public hearing to consider the recommendations of the <br /> Planning Commission; and <br /> WHEREAS, the City Council finds that due to the expansion of Historic Overlay Zone designations <br /> throughout the City, it is best to place the areas designated as well as their respective standards and <br /> guidelines within a single document, to the extent possible, to provide consistency in their application <br /> and therefore, finds it appropriate to redesignate the area of Rucker Grand as an Historic Overlay Zone <br /> subject to the provisions of this ordinance in conjunction with the designation herein of Norton Grand <br /> District; and <br /> WHEREAS, the City Council finds the following: <br /> 1. The proposed rezones and code changes are consistent with the Everett Comprehensive Plan; and <br /> 2. The proposed rezones and code changes bear a substantial relationship to the public health, safety <br /> and welfare; and <br /> 3. The proposed rezones and code changes promote the best long term interests of the Everett <br /> community; and <br /> WHEREAS, the City Council further finds that the proposed Historic Overlay Zone of Norton and <br /> Grand Avenue and the redesignation of Rucker and Grand Avenue satisfy the criteria set forth in Section <br /> 19.33.040 of the Everett Municipal Code; and <br /> WHEREAS, the Historical Commission has recommended that the Neighborhood Conservation <br /> Guidelines and Historic Overlay Zone Standards be applied to the Historic Overlay Zoned properties to <br /> preserve and enhance the significant historic architectural qualities of these properties and areas; <br /> WHEREAS, the City Council finds the following: <br /> 1. The proposed rezone is consistent with the Everett General Plan; and <br /> 2. The proposed rezone bears a substantial relationship to the public health, safety and welfare; and <br /> 3. The proposed rezone promotes the best long-term interests of the Everett community; <br /> 28 <br />
