The State of Washington may exercise independent authority including but <br /> not limited to, the Coastal Zone Management Act and Section 401 of the <br /> Clean Water Act, consistent with the authority granted thereby, either <br /> alone or in concert with action pursuant to the Shoreline Management Act <br /> to assure that any development proposed within the study area is consistent <br /> with the purpose of this interim environment designation and the policy of <br /> the Shoreline Management Act including provisions related to Shorelines <br /> of Statewide Significance. :- • - • - - • :� <br /> consulted agency under the State Environmental Policy Act and as <br /> Act. <br /> Contents of Subarea Plan <br /> The plan will address the following, k ikon-applying the data and analysis of <br /> SEWIP and the SEWIP Salmon Overlay, consideration of best available science and <br /> cumulative impact analysis, water-dependent uses, and other applicable GMA/SMP <br /> elements: <br /> 1. specific areas to be preserved (or whose functions cannot be impaired or <br /> replaced), if any; <br /> 2. types of uses that could be appropriate or would not be appropriate, in <br /> portions or all of the Maulsby Mudflat area; <br /> 3. opportunities and priorities for restoring or enhancing ecological functions <br /> in the Maulsby Mudflat area and the Maulsby Swamp, or functionally <br /> connected habitats in the estuary, and cumulative benefits that could be <br /> achieved by a comprehensive approach to the navigational and ecological <br /> values in this harbor area; <br /> 4. consistency with the Shoreline Management Act including Shorelines of <br /> Statewide Significance criteria, the comprehensive plan, Shoreline of <br /> . - . • • . . '.•, harbor area designations, and other <br /> applicable designations; <br /> 5. the appropriate shoreline environment designation for the area, based on <br /> the above analysis, including evaluating whether a new designation is <br /> needed and whether the entire area should have the same designation; <br />
