CITY OF EVERETT AMENDMENT PROPOSAL <br /> COMPREHENSIVE REWRITE <br /> Ordinance No. 2512-01 <br /> Findings and Conclusions <br /> March 1, 2002 <br /> PURPOSE OF AMENDENT: The City of Everett's (City's) shoreline master program <br /> (SMP) has not been updated since its adoption in 1976. The purpose of this amendment is <br /> to reflect the many changes that have occurred during that span of time. These changes <br /> include; the need to integrate with the City's Comprehensive Plan, annexations, listings <br /> of threatened and endangered species established by the Endangered Species Act (ESA), <br /> new science, public access issues, and the Department of Ecology's (department's) efforts <br /> to adopt new guidelines for shoreline master programs. <br /> AMENDMENT: The amendment is a comprehensive rewrite of the entire shoreline <br /> master program. Along with revised goals, policies, and regulations, the City has <br /> inventoried its shorelines and established new shoreline environment designations. <br /> Environment designations have been assigned to specified areas and indicate allowable <br /> shoreline development. Additionally, the City has chosen to adopt by reference, specific <br /> ordinances related to flooding, nonconforming uses and structures, and sensitive areas as <br /> listed in Section 2.1. <br /> PUBLIC COMMENTS: A large amount of letters, emails, and oral testimony was <br /> recorded both during the City's and department's public comment periods. A number of <br /> issues were raised. The City has provided the department with a response to these issues. <br /> Similarly, the department has summarized the issues and written a response. These <br /> documents are available upon request from the department. <br /> FINDINGS: The City submitted the proposed SMP on April 16, 2001. Public hearings <br /> were held on June 7th and 11`h. Notice of such hearings was published on May 23`d and <br /> 30th in the Everett Herald. Opportunity to provide written comment was provided from <br /> May 2nd to June 22nd <br /> A total of 149 comments were received either in writing or at the hearings. A summary <br /> of those comments was compiled and submitted to the City for response pursuant to <br /> WAC 173-26-120, along with copies of all written and oral testimony. The City's <br /> response to those comments was received on December 24, 2001. <br /> The City has written and submitted the amendment based on the department's guidelines <br /> adopted in November of the year 2000.
