maximum total allowable sign area designated by the sign category for the <br /> underlying zone, or 100 square feet, whichever is less. <br /> C. Only those changing electronic message signs utilizing monochrome <br /> colors such as white, red or amber, shall be permitted. No RGB (Red- <br /> Green-Blue) technologies or other multi-colored display shall be permitted <br /> in an electronic message center sign in a manner that would create a <br /> video board as defined by Section 2 of this Ordinance. This section does <br /> not prohibit the use of color in a sign that is not a video board. <br /> D. Changing electronic message signs shall maintain a 2 -1-2 transition <br /> frequency. "2-1-2" means a message display time of a minimum of two <br /> seconds, a transition time between messages of a maximum of one <br /> second, followed by a message display time of a minimum of two seconds <br /> with all segments of the total message to be displayed within ten seconds. <br /> Displays which scroll onto the signboard must hold for a minimum of two <br /> seconds including scrolling. <br /> E. All messages displayed on a changing electronic message sign shall be <br /> directly related to the business for which the sign was constructed. No off- <br /> premise signage is permitted. <br /> F. All changing message signs shall be constructed as an integral part of a <br /> permanent sign constructed on site. Integral shall be considered to be <br /> incorporated into the framework and architectural design of the permanent <br /> sign. <br /> G. Video Boards shall be prohibited. <br /> Section 5. That should any section, subsection, paragraph, sentence clause or <br /> phrase set forth in this ordinance or its application to any person or situation be <br /> declared unconstitutional or invalid for any reason, such decision shall not affect the <br /> validity of the remaining portions of this ordinance or its application to any other <br /> person or situation. The City Council of the City of Everett hereby declares that it <br /> would have adopted this ordinance and each section, subsection, sentence, clause, <br /> phrase or portion thereof irrespective of the fact that any one or more sections, <br /> subsections, sentences, clauses, phrases or portions be declared invalid or <br /> unconstitutional. <br /> Section 6. It is expressly the purpose of this ordinance to provide for and promote <br /> the health, safety and welfare of the general public and not to create or otherwise <br /> establish or designate any particular class or group of persons who will or should be <br /> especially protected or benefited by the terms of this ordinance. <br /> 4 <br />
