CONCLUSIONS BASED ON FINDINGS <br /> 1. Sonrise Christian Center is located on a lot with access off Airport Road that is <br /> identified as 11625 Airport Road, Everett, Washington. The lot is behind another <br /> lot that is developed as the Airport Road Business Park and is identified as <br /> 11627 Airport Road, Everett, Washington (front lot). The Applicant seeks a <br /> variance to locate a sign on the front lot. If the sign is placed on the front lot, the <br /> City of Everett must designate the sign as an "off-premise" sign, permitted only <br /> upon approval of the Planning Director of the City of Everett. On June 10, 2014, <br /> a Comprehensive Design Plan was applied for by the Trade-Marx Sign & Display <br /> Corp., and the Planning Director granted the allowance of the off-premise sign. <br /> However, a variance had to be secured for the location of the sign because it <br /> was within 200 feet of another sign on the front lot. (finding 1) <br /> 2. With the exception that it would be less than 200 feet in distance from another <br /> monument sign on the same lot, the proposed monument sign would satisfy all <br /> zoning sign standards. The Applicant seeks a variance from the provisions of <br /> EMC 19.3113.090.C.3. (finding 2) <br /> 3. The variance will not be detrimental to the properties in the area of the subject <br /> property or to the City as a whole. It will provide identification of the subject <br /> property whose access is limited off Airport Road. (findings 5 and 9) <br /> 4. The requested variance is necessary because of the shape of the subject <br /> property and the limited access off Airport Road. (finding 7) <br /> 5. The variance would grant the subject property the same general rights enjoyed <br /> by other properties that front Airport Road and are in the El MUO zoning <br /> designation. (finding 8) <br /> 6. The variance is the minimum necessary to allow the subject property the same <br /> general rights as other properties along Airport Road and in the El MUO zoning <br /> designation. (finding 8) <br /> 7. The variance is consistent with the goals and policies of the Everett General <br /> Plan. (finding 10) <br /> 8. The variance is not the result of a self-created hardship. (finding 11) <br /> DECISION <br /> Based upon the preceding Findings of Fact and Conclusions and testimony and <br /> evidence submitted at the public hearing, it is hereby ordered that the requested <br /> variance to allow an additional sign on the front lot at 11627 Airport Road, Everett, <br /> Washington, is granted. The off-premise monument sign shall be used to identify the <br /> 5 <br />
