B. Nothing in subsection A of this section prohibits any person over the age of eighteen <br /> from possessing sterile hypodermic syringes and needles for the purpose of reducing <br /> bloodborne diseases. <br /> Section 2: Section 3 of Ordinance No. 1653-89 (EMC 10.35.030), which reads as <br /> follows: <br /> Manufacture or delivery of drug paraphernalia. <br /> It is unlawful for any person to deliver, possess with intent to deliver, or manufacture <br /> with intent to deliver drug paraphernalia, knowing, or under circumstances where one <br /> reasonably should know, that it will be used to plant, propagate, cultivate, grow, harvest, <br /> manufacture, compound, convert, produce, process, prepare, test, analyze, pack, repack, <br /> store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body a <br /> controlled substance, as defined in Chapter 69.50 RCW, as now or hereafter amended. <br /> Any person who violates this section is guilty of a misdemeanor. <br /> is hereby amended to read as follows: <br /> Manufacture or delivery of drug paraphernalia. <br /> A.
