PUBLIC WORKS
May 17, 2016
Charles Spoelstra
4081 Salt Spring Dr
Ferndale, WA 98248
Property Addresses: 1301 Hewitt Ave, 1307 Hewitt Ave, 1309 Hewitt Ave
Record #: W1605-010
ACTION: Permit applications required to be submitted to Everett Permit Services for
corrective action
The City of Everett has received a complaint regarding the configuration of the shared parking lot
at the north end of the above three listed property addresses. Our records indicate that these
properties are listed as follows:
C 1301 Hewitt Ave: Retail building on the parcel described as EVERETT PLAT OF BLK
670 - LOTS 8A & 9 & 10.
a 1307 Hewitt Ave: Restaurant building on the parcel described as EVERETT PLAT OF
BLK 670 - LOT 11 and LOT 12.
• 1309 Hewitt Ave: Welfare and Charitable Services building on the parcel described as
EVERETT PLAT OF BLK 670 - LOT 13.
The City's records indicate that the current parking lot layout and associated striping is in violation
of re-striping without required permits and approvals per EMC13.76.010 (Ord. 898-82) and §1-7
Design and Construction Standards and Specifications for Development. Further research
indicates that the current layout does not comply with current City of Everett standards, as set forth
in Standard Drawing 334. The specific deficiencies are identified below:
1. Angled parking configurations in commercial parking lots require a turn-around so that
vehicles do not back onto or off of the public roadway. The current configuration does not
provide a turn-around for vehicles parking in the angled spaces.
2. The angled parking stalls do not meet minimum dimensions. The angled stalls should be a
minimum of 25.4 feet deep measured along the parking stall restripe (current measurement
20.0 feet), or 20.1 feet measured at a right angle to the north property line (current
measurement 16 feet).
3. The head-in 90 degree parking stall adjacent to Grand Ave does not meet minimum
dimensions. The 90 degree parking stalls should be a minimum of 18.5 feet deep measured
along the parking stall stripe (current measurement 16.0 feet) with a minimum drive aisle
width of 28 feet (current measurement is 16 feet).
The following corrective action is required:
A Public Works permit will be required for any site work including restriping of parking stalls,
landscape features, adding or removing of paved surfaces and any required drainage
facilities. The parking stall layout must comply with the City's current Design and
Page 1 of 2
