PLANNING DIRECTOR DECISION <br /> REVII#13-017 <br /> September 9,2013 <br /> The City of Everett Planning Director grants approval of a request by Kevin Wilson to <br /> construct a 990 square foot detached garage up to approximately 20 feet in height with a <br /> roof pitch of approximately 3:12 at 1226 Kossuth Avenue with the following conditions: <br /> 1. Any change to the design, materials, and/or roof pitch of the proposed accessory <br /> building requires Planning Director approval. The height of the accessory <br /> building is limited to a maximum height of 20 feet. If over 19 feet in height, a <br /> height survey will be required. <br /> 2. A covenant acceptable to the City Attorney's office shall be recorded on the title <br /> to the property prior to issuance of building permits stating that the property <br /> owner acknowledges the requirements of EMC 19.07.020, and stating that the use <br /> of any accessory structure is limited to accessory activities permitted by the zone <br /> in which the property is located, and that the accessory building shall not be <br /> converted to living area or used for any purposes which are not in full compliance <br /> with zoning and building code requirements. <br /> 3. The garage's siding and roofing material must be similar to what is used on the <br /> residence. <br /> 4. The addition to the residence, permitted under permit#C1302-005, must receive <br /> final inspection approval by the Building Department in order to construct a <br /> footprint of over 885 square feet of accessory building space. <br /> Chapter 7 of the Everett Municipal Code (EMC) states that the Planning Director may <br /> look at such factors as view obstruction, aesthetic impact on surrounding properties, and <br /> impact on neighborhood character. The Planning Director allowed the garage to exceed <br /> the 15-foot maximum height limit by approximately four feet based on the following: <br /> The subject property currently has an 1180 square foot single family residence on a lot <br /> that is approximately 13,500 square feet in area. A 210 square foot addition to the single <br /> family residence has been permitted and is being constructed. Up to 1000 square feet of <br /> accessory building footprint is allowed with the new addition being constructed. The <br /> proposed garage will be located behind the residence and accessed by an existing <br /> driveway. The building will have a minimum roof pitch of 3:12 and will use roofing and <br /> siding materials similar to those on the house.
