April 23, 2014 <br /> Council Member Murphy questioned whether the proposed language <br /> would provide for the city to file a lien against every single piece of <br /> property in the development. Allan Giffen stated that the lien would most <br /> likely be filed against the homeowner association. <br /> Mayor Stephanson questioned whether a lien on the common area would <br /> preclude individual property owners from selling their properties during <br /> that time. <br /> Lynn Eschelon, Pacific Ridge Homes, stated that in an association, all of <br /> the owners own the common areas, therefore anything that clouds the <br /> common areas would cloud the title of each owner.
