 ,
Ted Budden 1'5 `Gp
From:
Sent:
To:
Cc:
Subject:
Ted Budden
Tuesday, July 01, 2014 3:14 PM
Anne Weech
Kevin Fagerstrom
2022 Highland Ave. Code Enforcement Case #CE14-0347
Anne,
I have prepared this report based on inspections conducted today as requested by the hearing examiner at the June 26
2014 hearing for the house located at 2022 Highland Avenue. Everett WA.
1. The main electrical service entrance cable connection that serves this house (also known as "the Strike") is damaged
and pulling away from the building. In addition, it was observed that in multiple locations within the structure exposed
branch circuit wiring presents potential electrocution and fire hazards. These conditions are defined as Unsafe
Equipment by section 108.1.2 of the International Property Maintenance Code.
After discussing these electrical hazards and conditions with the real estate agent it has been decided that the electrical
utility company P.U.D. will be contacted to have the electrical service to the building disconnected. This request to
disconnect service will come from my office today.
2. The house has two exterior porches that are in a state of deterioration and disrepair. The porches require repair or
replacement.
3. A wood burning fireplace stove insert has been installed in this house. The stove lacks an adequate hearth and other
code required features. The stove is Unsafe as defined by section 108.1.2 of the IPMC. This stove is not "approved" and
should not be used in its current condition.
4. The house is incomplete and in a state of alteration in terms of the plumbing, mechanical, and electrical systems.
5. The house is not currently occupied. The house should remain vacant until repairs have been made and occupancy
approvals have been granted by this office.
6. I have identified the observed life safety concerns and violations in this summary. Additional hazards may exist within
the structure.
The house in its current condition is an Unsafe Structure as defined by section 108.1.1 of the International Property
Maintenance Code.
Numerous repairs are required to restore the building to an approved habitable condition. Permits and inspection
approvals are required prior to any of the repair work being performed.
Thank you for the opportunity to provide assistance in this matter.
Ted Budden
Chief Inspector
Everett Building Division
