Section 4: Domestic water customers will be defined as follows: "All metered water <br /> customers, either single family homes or multi-unit dwellings, of which the primary use is that of <br /> a structure to house human residents for an extended period of time shall be considered <br /> residential customers for the purpose of water billing." <br /> Section 5: Irrigation water customers will be defined as follows: "All metered water <br /> services which provide water solely for the purpose of commercial or agricultural irrigation of <br /> crops or landscaping shall be considered irrigation accounts for the purpose of water billing." <br /> Section 6: Future Rate Increases. Future increases in the rates charged herein <br /> (except the State of Washington tax on system revenues) may be increased by City Council <br /> resolution subject to public hearing and notice by publication thereof at least two weeks in <br /> advance of approval of said resolution. <br /> Section 7: Severability. If any section, sentence, clause or phrase of this ordinance <br /> should be held to be invalid or unconstitutional by a court of competent jurisdiction, such <br /> invalidity or unconstitutionality shall not affect the validity or constitutionality of any other <br /> section, sentence, clause or phrase of this ordinance. <br /> Section 8: Repealer. Ordinance No. 2230-97 (EMC14.16.710) and Resolution <br /> No. 4825 are hereby repealed. <br /> 1 <br /> FRANK E.
