services. Organizations serving less than 16 services and all other <br /> customers shall be charged at the individual meter rate. <br /> b. The consumption charges for master meters shall be as follows: <br /> i. For master meters connected east of the Snohomish River, the <br /> water charge shall be: <br /> Meter Charge $150.00 monthly <br /> Water Charge (exclusive of meter charge) .210 per 100 cu. ft. <br /> In addition to said water charge there shall be added a filtration <br /> charge of $0.323 per 100 cu. ft. to arrive at the total monthly <br /> charge. No multiplier shall be added to the filtration charge. <br /> ii. For master meters connected west of the Snohomish River, the <br /> water charge shall be: <br /> Non-Pumped $.445 per 100 cu. ft. <br /> Pumped .645 per 100 cu. ft. <br /> plus the Filtration Charge: $.323 per 100 cu. ft. <br /> 3. Service Connection Charges. Service connection installations outside the City <br /> limits of all sizes shall be charged at the actual cost of the complete installation <br /> but in no event shall the charge for a three-quarter inch, a one-inch or a two-inch <br /> service be less than the amount charged for service connections within the City <br /> limits. <br /> 4. Delinquent Penalty and Special Charges. The delinquent penalty and special <br /> charges as set forth in Section 1 plus a multiplier of twenty-five percent, shall <br /> apply to customers outside the City limits. <br /> Section 2: State Utility Tax. The Mayor is authorized to increase or decrease the <br /> water charges herein to reflect any change in the State of Washington tax on water system <br /> revenues (currently set at 5.029% of system revenues). <br /> Section 3: On April 1, 1998, and thereafter on a biannual basis, the Utilities <br /> Superintendent shall submit a review and report of the financial condition of the water utility and <br /> City Council shall consider adjustment of rates, based on then current costs including but not <br /> limited to changes in the AFSCME Labor Relations agreement wage provisions for the position <br /> of Utility Laborer. <br /> 5 <br />
