Exhibit A <br /> Continued <br /> • A Draft Geotechnical Report will be provided in electronic format(Word) only and submitted <br /> to the City for review.The revised (and final) report will be submitted as an appendix to the <br /> Phase 1 Design Alternatives Technical Memo (Task 5). <br /> Task 4 — Environmental Studies to Support Regulatory Compliance <br /> During Phase 1 of the project,the Otak team will conduct data collection and field work necessary <br /> to establish baseline environmental conditions in the project area. Environmental data collected will <br /> be used to prepare Phase 1 environmental reports and documentation to inform proposed project <br /> alternatives analyses,and will be used to support the City on the permit applications and/or <br /> demonstrate regulatory compliance required for Phase 2 of the project. <br /> The anticipated permits and required compliance applicable to this project include: <br /> • U.S.Army Corps of Engineers (Army Corps) Section 404 permit <br /> • U.S.Aiiuy Corps Section 10 permit <br /> • Endangered Species Act compliance <br /> • Magnuson-Stevens Act compliance <br /> • National Historic Preservation Act (Section 106) compliance <br /> • State Environmental Policy Act(SEPA) compliance <br /> • Historic and Archaeological Resources (Exec. Order 05-05) compliance <br /> • Washington Department of Fish and Wildlife Hydraulic Project Approval (HPA) <br /> • Washington Dept. of Ecology Section 401 water quality certification <br /> • Coastal Zone Management consistency <br /> • Shoreline development compliance <br /> • Flood Hazard Regulations <br /> • Critical Areas Ordinances/Regulations compliance (City of Everett and Snohomish County) <br /> Task 4.1 Conduct Data Collection and Fieldwork <br /> Wetland delineations will be conducted to meet the requirements of the City of Everett and <br /> Snohomish County Critical Areas ordinances and regulations,and federal and state agencies, <br /> including the Army Corps and Washington State Department of Ecology(Ecology). Otak staff will <br /> conduct the wetland delineation in the field using the three-parameter approach detailed in the <br /> USACE Wetland Delineation manual(USAGE 1987) and the Regional Supplement to the USACE <br /> Wetland Delineation Manual:Western Mountain,Valleys,and Coast Region (USACE 2010). <br /> Wetlands present within the project area of potential impact will be flagged during the delineation <br /> and subsequently surveyed to incorporate in the project base map. <br /> A field investigation of the Snohomish River and any nearby streams/ditches will be conducted to <br /> assess existing conditions within the project area,and upstream and downstream sufficiently to <br /> establish baseline conditions.
