J J CITY OF EVERETT PUBLIC WORKS DEPARTMENT REQUEST FOR STATEMENT OF QUALIFICATIONS(SOQ) Replacement of Reservoir 2 The City of Everett is requesting a Statement of Qualifications(SOQ)for the replacement of its Water Reservoir 2 and Valve House No.2 located on Rucker Hill on Edwards Avenue west of Tulalip Avenue. The 2014 Comprehensive Water Plan recommended replacement of the 105-year old, 10 MG Reservoir 2 • • with a new 5 MG storage tank to be located within Reservoirs 2/4 site.The new storage reservoir will obviate the need for the existing Reservoir 2,thus eliminating the risk for a catastrophic failure of the southern and western embankments of the reservoir which are in poor condition.Also,the existing Valve House No.2 is in excess of 75 years old and has exceeded its useful life. The City conducted a visual examination of the building to investigate its structural condition and to assess its probable seismic performance and concluded that the Valve House is both seismically deficient and poorly configured for valve maintenance.The City of Everett Capital Improvement Program includes budget for the replacement of Reservoir 2 and Valve House No. 2.The replacement is scheduled for 2018/2019. The work may include but is not limited to surveying,preparation of base maps,geotechnical evaluation, environmental and construction permitting,design, evaluation of construction methods and scheduling, preparation of bid documents,support services during construction,and construction management. Minimum Information Required: • The finn's experience in the design of storage reservoirs of similar size. • The experience of the proposed project manager and individuals who will be working on the preparation of the plans and specifications • Approach to managing and completing the project • A draft schedule for the completion of the project(Design,Bidding and Construction) • Approach to communicating with the City. Be specific about what is communicated and the form and frequency of your communications. The SOQ will be evaluated,and based on the results,the City will either enter directly into contract negotiations with the most qualified consultant,or will interview as many as necessary before final selection is made. Submittal shall be a maximum of 25 pages(double sided)or less of 11-point font,including resumes and cover letter.
