PLANNING DIRECTOR DECISION <br /> REVIEW PROCESS II#12-012 <br /> February 5,2013 <br /> The City of Everett Planning Director approves a request by the Everett School District to raise <br /> an existing 16 square foot, electronic message center freestanding sign by four feet up to a <br /> maxima n height of 14 feet at 10901 27'1' Avenue SE subject to the following requirements of <br /> Everett Municipal Code 19.36.155.H: <br /> 1. The sign shall display only one color for the message and one color for the background <br /> within each message; <br /> 2. Sign display shall not change more frequently than one time per hour; <br /> 3. There shall be no transition effects, including scrolling or other movement, allowed between <br /> messages; <br /> 4. All messages shall contain information related to activities of the school or religious facility. <br /> No off-premises advertising shall be permitted; <br /> 5. The sign shall not be operated as a video board; <br /> 6. The sign shall not be illuminated between ten p.m. and six a.m. <br /> The Comprehensive Design Plan, Section 36.210.A of the City of Everett Zoning Code, allows the <br /> Planning Director to permit certain deviations from the requirements and restrictions of the sign code <br /> if the applicant has a comprehensive plan to integrate signs into the framework of the building(s), <br /> landscaping, and other design features of the property, utilizing an overall design theme. The <br /> applicant's proposal is evaluated using the following criteria: <br /> l) 117hether the proposal manifests exceptional visual harmony betiveen the sign, buildings uml other <br /> components of'the subject property through the use of a consistent clesign theme; <br /> There are no other signs on the subject property and the frame of the existing sign approved under <br /> Review Process 1112-006 is similar to the building materials of the school. <br /> 2) 1l37ether the sign or .signs promote the plarnnecl land use in the area of the .subject property and <br /> enhance the aesthetics of the surroun(ling area; <br /> The s14Un promotes the school by providing information to parents and SWLICnLS of UpCOrlrin(I CVentS. <br /> The sign will not enhance the aesthetics of the surrounding area. <br /> 3) lHiether the sign anct Its placement obstructs of interferes 1Nith an), other stalls of propert)) in the <br /> area or obstructs natural scenic views; <br /> 1 � <br />
