ORDINANCE NO. 3 2 6 9-12 <br /> An Ordinance Establishing two new Zoning <br /> /%1/' <br /> Classifications, the Evergreen Way Zone and the 4•1//7/MYF <br /> Mixed Use Overlay Zone, and Amending the Everett <br /> Zoning Code, Ordinance No. 1671-89, as amended <br /> (EMC Title 19). <br /> WHEREAS,the City Council finds the following: <br /> 1. The City Council initiated the Evergreen Way Revitalization Plan in 2009 to address, <br /> among other matters, improving land use and development standards, supporting Swift <br /> Bus Rapid Transit investments, accommodating economic and population growth, and <br /> implementing the policies of the Comprehensive Plan. <br /> 2. The City selected a consultant team to conduct analysis of existing conditions, identify <br /> projected needs, and propose a revitalization strategy related to economic development, <br /> land use,transportation, housing, urban design, and capital improvements. <br /> 3. The consultant team and City staff conducted substantial public outreach efforts to <br /> identify the concerns of citizens, business and property owners, and public service <br /> providers related to existing conditions and future land use, economic, transportation and <br /> capital improvement needs within the Evergreen Way corridor and surrounding <br /> neighborhoods. <br /> 4. City staff and the consultant team conducted an extensive public outreach program. <br /> 5. Public feedback from public workshops demonstrated general support for changes to land <br /> use and development standards that would support existing businesses and improve <br /> connections with surrounding neighborhoods, while encouraging quality redevelopment <br /> with more intensive commercial, residential and mixed-use development. <br /> 6. The consultant team and City staff prepared draft revisions to zoning development and <br /> design standards and identified potential rezones for properties within the Evergreen Way <br /> corridor, which were generally supported by the public. <br /> 7. The Planning Commission conducted public workshops on October 18, 2011,November <br /> 14, 2011, December 6, 2011, and a public hearing on February 21, 2012 to take public <br /> testimony and provide direction to City staff concerning the Evergreen Way <br /> Revitalization Plan and proposed zoning standards. <br /> 1 <br />
